The cc_config message stems from the fact that you have that line in your cc_config.xml file - and the version of the client you have does not know how to handle it. You can simply ignore it, or modify your cc_config to remove the max_event_log_lines row.
As for Windows version - the client verion you run is older than Windows 10, so it does not know how to detect it and shows the closest version it can find. At some point we will update the client and it will detect Windows 10, but there is nothing really to worry about at this point.
I am curious as to what this means:

It pops-up whenever I start CE, or whenthe PC is re-booted.
Also, I am rather curious as to this which I find in the Event Log of CE:
