For the past month I've noticed that downloads for the Rosetta project get stuck in a "Download: pending" state and never progress past "0.00%" progress. Any idea about why this might be happening?
Graham, this is an issue that would most properly be fixed by Rosetta on their download servers, but one way you can work around it is by installing the following intermediate Sectigo certificate on your system:
http://crt.sectigo.com/InCommonRSAServerCA2.crt
This is the certificate that was used to generate their *.bakerlab.org certificate. Your system knows about the USERTrust RSA root certificate, but not this InCommon RSA intermediate certificate, which has only been around for a couple of years.
As a test, I downloaded the certificate linked above in Windows, right-clicked the file in my Downloads directory, and selected "Install Certificate". Just going with the default options in the install process should put the certificate into your list of trusted intermediate certificates. After I did this, downloads from Rosetta worked and tasks are running.
It looks like the problem has been fixed on the Rosetta download servers, so new work should again be coming in from them without any certificate changes being made on your system.

But can you post back here with revelevant lines from your Event Log, so we can see if you have a similar issue, or perhaps something else?
See hereunder. And occasionally when a download set completes, the job is dropped immediately because it's past its finish time.
